| Who will govern Scotland during this period? |

| While Independence negotiations are underway, the Scottish Parliament and Government will continue to govern in the devolved matters over which they already have control, and will be negotiating to transfer to Scotland the powers still held byWestminster. The Scottish Government and Parliament will also be laying plans for their policy in the areas for which they will take responsibility after Independence is declared. They will therefore also be opening a dialogue with the EU and other international bodies. |
